Umpires and Referees.
ЧHonesty and professionalism are highly appreciated
in judges of any kind of sports not only in Taekwon-do. Sparring is the
most exciting part of the programme . It requires highly qualified referees,
as the fair result of the fighting depends on them in many respects.
Igor
Tscheglov was the chief umpire at the Open Europe Cup "Cup
of Peter the Great". He was born on June 09, 1971 in the city of
Leningrad. Igor has the titles of International Instructor, 5th Degree
black belt holder, category "A" International Umpire.
Igor Tscheglov is the only Russian umpire with such a great experience
of being the chief umpire of the tournaments.
He makes every effort in arranging and conducting annual (1990-2001) city
Taekwon-do competitions for children, juniours and seniours. Since 1994
he has been the chief umpire of every St.-Petersburg seniour and juniour
Taekwon-do championships.
In a 1998 he was the chief umpire of the Russian junoiur championships.
In 1997 by solution of Russian Taekwon-Do Federation Presidium he was
appointed as the chief umpire of the Russian Championships held in the
city of Krasnoyarsk. In the same year, taking into account his experience,
the executive committee of the International Federation appointed him
as one of the assistants of the chief umpire at the World Taekwon-do Championships
in St-Petersburg.
Since 1995 Igor has been the chief umpire of all international Taekwon-do
tournaments, conducted in St.-Petersburg ( 1995 - the VI-th international
tournament " Cup of Peter the Great ", 1996 - VII-th,
1999 - VIII-th, 2000 - IX-th).
Murat
Sunetov from St-Petersburg, Russia is the International instructor,
6th Degree black belt holder, category "A" International
Umpire. The way he performs his work on the ring became a model
for many referees both in Russia and Europe. Since 1995 Murat has
been the referee at
all " Cup of Peter the Great " tournaments. Several times he
got the name of the best referee at European Championships. In the year
of 2001 he was elected chairman of the Russian Taekwon-do Federation Umpire
Committee.
Among leading referees of " Cup of Peter the Great " tournaments
are: Iouri Zimakov, Alexander Dunbar, Oleg Petrovsky, Vladimir Dubtsov,
Vladimir Egiazarian.
Iouri Zimakov from St-Petersburg, Russia is the category "А"
International Umpire, the chief umpire of the " Cup of Peter the
Great " in the year of 1994. He is one of the few Russian referees
participated in the tournaments held abroad, including world championships.
Alexander Dunbar from Scotland is the category "А" International
Umpire, in the years of 1994, 1995 and 1996 Alexander was a member of
the "Cup of Peter the Great" Umpire Committee. 
His professionalism is highly appreciated, so he deals with the most complicated
fights of the winners.
Vladimir Egiazarian is President of the Taekwon-do Federation of
Crimea, category "А" International Umpire, 5th Degree.
These people have participated as referees in almost all the "Cup
of Peter the Great" tournaments since 1994. They are quite well known
in Europe and are invited to judge at European and World competitions.
Oleg Petrovsky and Vladimir Dubtsov from Ukraine are category
"А" International Umpires,
5th Degree black belt holders.
